During the 121st regular session held in Banja Luka on 20 April 2017, the Government of the Republic of Srpska passed a Decision on the transfer of property rights over the real estate in its ownership onto the City of Prijedor. This Decision refers to the real estate built by the funds of the Government of the Republic of Srpska and the funds of the city of Prijedor for the purpose of building 41 housing units for the families of fallen soldiers, invalids of war and RS veterans that would be handed over to to the City of Prijedor without compensation. The value of the contracted works is BAM 1,744,161.67, VAT included.
The Government acknowledged the 2017 Business Management Policy, Plan of Business Activities and Programme of Investments of the Republic of Srpska Postal Company and its Business Plan and Investment Programme for the 2017 – 2019 period.
The Government passed a decision on conditions of the sale of real property in the area of the former "Jelsingrad" corporation. The subject of the sale is the real property (land) owned by the Republic of Srpska 1/1, which is located in the area of the former "Jelsingrad" corporation. The initial sale price for this real estate is BAM 2,558,000.00. The sale would be carried out in an auction in accordance with the provisions of the Book of Rules on Public Competition Procedure for disposing with the real property in the ownership of the Republic of Srpska and units of local self-government and with the Government Decision concerned. The Ministry of Industry, Energy and Mining shall be responsible for implementation of this Decision.
The Government passed a Decision on appointing the Commission for execution of the public sale of the real property in the area of the former "Jelsingrad" corporation.
The Government also adopted the Information Note on the activities related to preparation of the Strategic Framework for Public Administration Reform of BiH. All members of the working groups involved in preparation of this Strategic Framework from the Republic of Srpska have been commissioned to represent the position that the Document in question could contain only those matters which have been agreed upon by all levels of the authority and that with regard to all other matters which have not been agreed upon, the position of the Government should be obtained.
The Government of the Republic of Srpska has maintained the position that Strategic Framework for Public Administration Reform must be defined in accordance with the Operational Plan and does not include the entire public sector, i.e. it does not refer to cantonal or the municipal level.
Strategic Framework for Public Administration Reform of BiH should define the main strategic goals which are common for all levels of governance and that characteristics specific for certain administrative level should be realized through separate strategic and action plans that would be prepared on each level of the authority.
The Government further maintains that the work on public administration reform should be connected to Coordination Mechanism of European integration (working bodies as constituent part of the inter-institutional harmonization among all governance levels) and that the role and significance of entity representatives in the system of monitoring and reporting should be more clearly defined.
Coordinator for Public Administration Reform of the Republic of Srska has been tasked to notify the respective institutions of the Republic of Srpska and the Office of the BiH Coordinator for the Public Administration Reform.
