On 8 June 2017 the Government of the Republic of Srpska held its 128th session at which it decided that tuition fee at higher education institutions in Republic of Srpska for the 2017/2018 academic year would not be increased.
The Government adopted the Information Note on Implementation of the Special Program on co-financing the interest rate on housing loans for the young and young couples in 2017.
The Special Program on Co-Financing the interest rate on housing loans for the young and young couples is being implemented since 2008 and the total number of subsidies awarded through this program thus far including the latest open call is 3039.
From 27 March to 27 April 2017, the Ministry of Family, Youth and Sports issued an open invitation for subsidies of the interest rate on housing loans for the young and young married couples in 2017 and in that period received 277 applications out of which 266 have been approved and 11 applications turned down. Out of the total number of approved requests, 223 are young married couples and 43 are single or single parents.
BAM 1,600,000.00 has been allocated for this purpose in 2017 budget and by the end of the year there would be one more open invitation for this purpose. Since 2008 until 2017, BAM 8,574,819.36 has been spent for that program.
The Government approved the Changes to the Instruction on the procedure and the manner of spending the funds collected to the "Fond Partner". The purpose of those changes is to enable the agricultural producers to obtain funds for their agricultural activities under better conditions and optimal timeframe. The changes refer to the increase of the highest amount of loan from 300,000 to 500,000, prolongation of the maximum repayment period from six to eight years and simplification of the procedure for application.
The Government passed a Decree on conditions which harbours and ports must fulfill for international traffic, i.e. inland waterways which are subject to international or interstate sailing regime of traffic. By entering this Decree into force the former Decree on conditions which harbours and ports for international traffic must fulfill, i.e. inland waterways which are subject to international or interstate sailing regime ("Official Gazette of the Socialist Republic of BiH, No. 37/83) which has been applied on the basis of Article 12 of the Constitutional Law for implementation of the Constitutions of the Republic of Srpska ("Official Gazette of the Republic of Srpska" No.21/92).
The Government adopted the Information Note on preparation of the Sector Planning Documents for IPA 2 in the 2018-2020 period.
Bearing in mind that certain issues have been identified in the past period with regard to non-observation of the competences of the Republic of Srpska institutions, and appreciating the importance of participation of the administrative bodies of the Republic in the process of defining the priority activities that would be the subject of financing within the annual IPA 2 packages for 2018, 2019 and 2020. The Ministry for Economic Relations and Regional Cooperation made the Information Note on preparation of Sector Planning Documents for IPA 2 for the 2018-2020 period with proposal of the conclusion.
The Government has commissioned all administrative bodies to work on preparation of the sector planning documents for the 2018-2020 period in cooperation with the Ministry of Economic Relations and Regional Cooperation and in full compliance with the Decision on fulfilling the cooperation among the Republic administrative bodies with regard to activities in the area of European integration and international cooperation.
The Government accepted the Information Note on preparation of 'Strategy of Approximation of BiH Laws and Regulations to the Acquis Communauttaire of the EU in the Area of Environmental Protection", under the condition that this Strategy is urgently revised in accordance with the request of the Ministry of Health and Social Welfare and the Ministry of Economic Relations and Regional Cooperation of the Republic of Srpska and commissioned the Ministry of Spatial Planning, Civil Engineering and Ecology to take action accordingly with regard to the Ministry of Foreign Trade an Economic Relations of BiH.
The Government of the Republic of Srpska is requesting that the BiH Council of Ministers and the Ministry of Foreign Trade and Economic Relations should refrain from unconstitutional actions and be aware that all strategic framework documents that are prepared at BiH level and which refer to the areas which are in exclusive jurisdiction of Republic of Srpska, must be prepared according to the modular principle and the system of coordination of the European integration process agreed on 17 August 2016 which foresees full observation of the positions of the Republic of Srpska institutions.
The Government of the Republic of Srpska finds it unacceptable that the Ministry of Foreign Trade and Economic Relations of BiH did not send a final version of the document to the relevant RS institutions for consideration and approval prior to its submission to the BiH Council of Ministers.
The Government considered the Information Note on preparation of the Development Strategy of the Wood Industry of BiH. The position of the Government is that preparation of this Strategy with accompanying sector strategies for the 2012-2015 period was unacceptable as stated in the RS Government Conclusion No. 04/1-012-2-2508/11 dated 10 November 2011. Updating of the BiH Strategy on Wood Industry Growth in the 2012-2015 period has been initiated without prior consultations with the Government of the Republic of Srpska and the concept of the preparation of the new strategy has been made without participation of the representatives of the Government of the Republic of Srpska and the activities undertaken so far have been done without RS representatives.
The Government adopted the Information Note on the project "Protected Areas for Nature and People". The Government supports the Project and agrees that representatives of the Ministry of Spatial Planning, Civil Engineering and Ecology and the RS Institute for Protection of Cultural-Historical and Natural Heritage take part in implementation of the defined project activities taking into consideration legal and constitutional competences of the Republic of Srpska.
"Protected Areas for Nature and People" is the regional project funded by the Swedish Development Agency, SIDA. The purpose of this Project is to increase the cooperation between the protected areas and local communities, to promote protected areas as generators of socio-economic development, to present good examples of cooperation between protected areas and local population, to implement field projects in protected areas of the Dinaric Arc and to contribute to realization of the goals of the Convention on Biological Diversity.
The Project includes two protected areas in Bosnia and Herzegovina, the Una River National Park and Sutjeska Tjentiste National Park. The Project activities in Sutjeska National Park would be aimed to develop sustainable tourist products and specific tourist packages as different types of extreme sports.
The Government of the Republic of Srpska issued the concession for the use of agricultural land owned by the Republic of Srpska to the Faculty of Agriculture of the University of Banja Luka. The concession is awarded to the Faculty of Agriculture for the purpose of exercising the scientific research and performing practical lessons within the Experimental Education Center for Agrarian Sector Development in Republic of Srpska.
