The Government of the Republic of Srpska passed a Decision on the lowest pension in the Republic of Srpska during its 148th session. With reference to Article 85 of the Law on Pension and Disability Insurance, the lowest pension in the Republic of Srpska would as of 1 October 2017 be as follows:
- lowest pension paid by the Republic (all types of pension): BAM 179.67
- lowest pension for 15 to 20 years of pension insurance: BAM 215.61
- lowest pension for 20 to 30 years of pension insurance: BAM 251.54
- lowest pension for 30 to 40 years of pension insurance: BAM 287.49
- lowest pension for pension insurance of 40 years and above: BAM 359.37
The Government passed this Decision in order to improve the material status of the most vulnerable beneficiaries of pension and disability insurance which pension has been determined by general regulations and is lower from the lowest pension and are being paid the lowest pension.
Following the Government decision No. 04/1-012-2-2348/17 of 5 October 2017 (Official Gazette of the Republic of Srpska", No. 92/17), the general consolidation of the general index and pensions so that the pensions would be 3% higher as of October 1, 2017.
The Government passed a Decision on reallocation of funds for the period of 1 January to 31 October 2017 in the overall amount of BAM 1,942,270.00 from the position of Expenses for repayment of outstanding obligations from previous years within the budget expenditures.
This reallocation of funds is required in order to provide the funds for payment of the second out of twelve monthly arears of obligations on the account of allowances of the staff for 2015 and 2016 in accordance with Item III of the Memorandum of Understanding on settlement of outstanding obligations from the previous period.
The Government of the Republic of Srpska and the Trade Unions of Education, Science and Culture, Trade Unions of the Police and Trade Unions of the Judiciary of the Republic of Srpska signed on 21 April 2017 a Memorandum of Understanding on settlement of outstanding obligations from the previous period to the employees in sectors of education, since, home affairs and judiciary on the account of their work related allowances. It has been agreed that outstanding obligations from 2015 and 2016 would be paid in 12 arrears the number of which could be reduced if enough funds were provided.
The Government of the Republic of Srpska passed several decisions approving funding for the grant projects of the Government of the Republic of Serbia: Reconstruction of the local road in Ivanjska in municipality of Bosanska Krupa; Reconstruction of the Primary School Building in the municipality of Bosansko Grahovo; Reconstruction of the Primary School Building Grahovo" and reconstruction of the roof of the Gavrilo Princip Memorial Building in the municipality of Brod; repair of the primary school in Lijesce, and reconstruction of the roof on an old primary school in Brod; asphalting the street Partizanski put and the road to the village of Grdanovac in Kostajnica; construction of street lights in the village of Mrakodol in municipality of Novi Grad; renovation of local schools in Radomirovci and Blatna in the municipality of Ostra Luka and Koprivna, arrangement of the city center in the municipality of Srbac and construction of the kindergarten in the Gorica settlement in the city of Trebinje.
The Government passed a Decision to approve reallocation of funds of the budget reserve in the amount of BAM 385,600.00 to primary schools for financing teaching assistants as a priority who assist primary school pupils with autism/combined difficulties with autism and learning and pupils with physical difficulties who are attending regular school in 2017/2018 school year.
The Government established the Proposal of the Law on Foreign Investments. This law regulates the rights, obligations and the status of foreign investors, forms of foreign investments, organs responsible for approval of foreign investments, the work of the Foreign Investors Council of Republic of Srpska and promoting and attracting foreign investments in the Republic of Srpska.
Reasons for enactment of this new Llaw are related to the necessity to improve legislation applicable to this area and following up on the changes to the Law on Direct Foreign Investment Policy which upgraded certain provisions.
The Government approved the Draft Law on Changes to the Law on Tobacco. Since certain difficulties have been spotted in the course of implementation of the current Law especially with regard to the provisions that refer to production and buying off of the raw tobacco, the new law had been prepared.
Proposed changes would establish better and long term relations between tobacco producers, production managers and manufacturers of tobacco products.
The Government adopted the Action Plan for the Culture Development Strategy of the Republic of Srpska for the 2017-2022 period.
The Government approved the Spending Plan of the Ministry of Science and Technology for the period of 1 January -31 October 2017 in the amount of BAM 340,205.00 for the current grants for the activities of scientific institutions, technology development and promotion of science.
The Government adopted the Statement of financial position of the Mixed Holding of Electric Utility Company of Republic of Srpska" for 2018 and Decision on adoption of the 2018-2020 Energy Balance Statement of the mixed holding of Utility Company of Republic of Srpska.
