The Government approved the Proposal of the Law on Changes and Amendments to the Law on Protection and Rescue in Emergency Situations. Passing of the amendments has been prompted by the necessity to harmonize the Law with the Law on Administration and the Law on Police and Home Affairs.
Rescue and protection of people and material goods from natural disasters and other emergency sitautions represents a vital interest and need of the citizens.
The Law on Protection and Rescue in Emergency Situations has contributed better organization, functioning and efficiency of the system of civil protection and the system of rescue and protection in cases of natural disasters in the Republic of Srpska.
The Government approved the Proposal of the Law on Amendments to the Law on Insurance Companies in an urgent procedure. The amendments in question were proposed in order to fulfill obligations from the BiH Action Plan for elimination of shortcomings in the fight against money laundry and financing of terrorism in accordance with the standards and recommendations of the FATF Task Force that would help remove BiH from the "grey list".
The Government established the Draft Strategy for Development of Local Self-Government of Republic of Srpska in the 2017-2021 period.
Bearing in mind that local self-government was one of the pillars of the constitutional system of the Republic of Srpska, the Government decided to prepare a strategic document that would define the principles of development, the vision, goals and activities for further reform of local self-government.
Enactment of this Strategy is included in the Republic of Srpska Program of Economic Reforms 2017-2019 and beside the analysis of the needs and problems also offers the vision for local self-government development in future.
The Strategy also deals with strategic and operational objectives such as maintaining efficient and stable units of local self-governance, securing its steady financing, accessibility and quality of services for the citizens and improvement of its accountability.
The Government adopted the Information Note on the "Regional Program of Local Democracy" (ReLOaD) in the Western Balkans" supporting the realization of this Project in local self-governance units along with active participation of entity administrative bodies. The goal of the Project is strengthening of partnership between local authorities and civil society in the Western Balkans area by disseminating a successful model of a transparent financing of civil society organizations from the local budgets and better services for citizens.
The Government adopted the 2016 Business Activity Report of the Official Gazette of the Republic of Srpska and issued the consent to its Financial Plan and the Program of Work in 2017 as well as its 2017 – 2020 Development Plan.
During the session the Proposal of the Government Work Programme in 2017 has been adopted which foresees consideration of 31 decrees, 161 documents related to preparation and drafting of laws, 312 decisions, reports plans, parameters and 31 strategies.
The Government also passed a decision which provided consent for the 2017-2018 Consumer Protection Program of Republic of Srpska. The Consumer Protection Program sets priorities in accordance with the obligations assumed under the Stabilization and Association Agreement between the European Union and BiH. Republic of Srpska is determined to build its standards with regard to consumer protection and approximate them to the European ones and in 2012 passed the Law on Consumer Protection.
Implementation of this Program would also contribute to administrative protection of consumers, raising of the public awareness for this area so that consumers become active participants in exercising and protecting their rights similarly as in the EU.
