The Government of the Republic of Srpska accepted today at its 130th session the Information on the Proposal of the Book of Rules on Industrial Security.
The Government of the Republic of Srpska is requesting the Council of Ministers to withdraw the Book of Rules on Industrial Security from the agenda of the CoM session scheduled for 22 June 2017 until all relevant institutions in BiH harmonize their positions on the Proposal of the Book of Rules in question.
The Government of the Republic of Srpska maintains that a bylaw may not prescribe the competences of the state security authority and requests the Ministry of Security to harmonize the Proposal of the Book of Rules on Industrial Security with Article 15 of the Law on Secret Data Protection of BiH (BiH Official Gazette Nos. 54/05 and 12/09).
The Government further maintains that this Book of Rules beside administrative imposes new financial obligations and thus creates additional burden onto the business activities of legal persons.
Ministry of Economic Relations and Regional Cooperation has been commissioned to notify the Council of Ministers about this Government conclusion.
The Government adopted the Information Note on provision of free school textbooks for the pupils of the first and the second grade of primary schools in Republic of Srpska for the 2017/2018 school year. The Ministry of Education and Culture and the Ministry of Finance shall secure the funds for this purpose in the amount of BAM 950,000,00.
The Ministry of Education and Culture has been providing free school textbooks for the pupils of the first and the second grade of primary schools in Republic of Srpska since 2007 and since than up to the 2016/2017 school year has allocated around BAM 9,476,261.73 for that purpose.
The Government adopted the Information Note on production and buying up of milk in 2017 and passed the Conclusion that the Ministry of Agriculture and the Minsitry of Finance should propose a way of securing additional funds for the rise of the premium for the milk bought up to 0,01 BAM /per liter for the period of 1 July -31 December 2017 within the 2017 budget of the Agency for Agrarian Payments.
The premium increase for the milk on monthly basis in the second half of 2017 (July-December) in the amount of BAM 0.01 or possible one-time payment shall require additional BAM 540,000.00.
The Government passed a Decision to amend the Decision on adoption of the 2017 Employment Action Plan in Republic of Srpska. The Employment Institute of Republic of Srpska has after an open call for employment support projects established that BAM 1,528,000 remained undistributed from the projects "Together toward the Job" Component III and the Project of Professional Retraining and has suggested that the unused funds should be redirected to other components, primarily for self-employment projects designated for demobilized soldiers and children of the fallen soldiers, then for financing the internship of young professionals from the above mentioned categories with university level education with no prior professional experience and for employment support project designated for persons above 50.
The Government accepted the Information Note about the Project of Construction, Renovation and Equipping of East Sarajevo Hospital.
The Government authorized the Minister of Health and Social Welfare to sign the Contract on Construction, Renovation and Equipping of East Sarajevo Hospital on the turn key principle. On 5 May 2017, the Ministry of Health and Social Welfare Protection issued a decision that the group of bidders "Markovic invest -RМ" d.о.о. Laktasi and "Medical" d.о.о. Mostar has the best bidding offer and price of BAM 54,502,101.28 with VAT included.
The RS National Assembly obligated the Government to provide the funds for the Project of Construction, Renovation and Equipping of East Sarajevo Hospital in the RS Budget within the available budget position of the Ministry of Health in 72 equal monthly installments and authorized the Government to sign the Contract with regard to that public procurement.
The Government established the Proposal of the Law on Veterinary Activities which regulates the control of the movement of animals, animal diseases what ahs a direct impact on the safety of food of animal origin. The law has to be harmonized with other laws which regulate the amtters which are closely connected to the scope of this Law and to adjust it with relevant EU regulations.
The Government approved the Amendments to the Law on Waters which refer to flood risk management and more precise provisions that regulate the sector of waters management.
The Government adopted the Proposal of the Culture Development Strategy of Republic of Srpska covering the period of 2017-2022. One of the main objectives of the Strategy is to that institutions of culture should strive to raise domestic capacities and standards of artistic production taking into consideration the existing infrastructure and the staff educated in Republic of Srpska and abroad.
