Ministry of Administration – Evaluation Criteria for Civil Servants Should Be Defined


Today (22.1.2015.) the RS Minister of Administration and Local Self-Governance Lejla Rešić stated that it was necessary to define criteria for evaluating the performance of civil servants which would give not subjective but objective and measurable indicators of work complexity levels.
"It is a skill of the employer to estimate a workplace and an appropriate profile and what would give the best results," said Rešić in her addressing the participants of the workshop on analytical job evaluation, held on Kozara within the "Modernization of Human Resources Management in Civil Service" project.
The Minister reminded that the public service reforms have started in the RS in 2008, with the laws on salaries and public servants passed for the first time, and emphasized the analytical job evaluation as a step further in the reform.
"We do all this in order to improve the civil service and to provide our citizens with more effective service that would cost less money," added Rešić.
The President of the RS Administration Union Tomislav Vrhovac said that one of deficiencies of the existing legislation was evaluation according to the level of qualifications, and not the job complexity level and quality, what made the Union to advocate analytical job evaluation.
"Each and every work is different and specific, and that is why analytical evaluation of job positions as well as of salary is necessary. Currently we have the same incomes for both less and more complex jobs ", added Vrhovac.
Aleksandra Rabrenović, a key legal expert for the project, said that analytical job evaluation has been done for the first time in Bosnia and Herzegovina, being a very advanced system.
"Modernization of Human Resouces Management in Civil Service" project is financed by the European Union with two million KM from pre-accession funds. 
The project has been implemented from January 2014 to January 2016, with its key beneficiaries being the Ministry of Justice of BiH and the Federation of BiH, the Ministry of Administration and Local Self-Governance of RS, Agency of Civil Service and Public Administration of BiH, FBiH and RS and the Subdivision for Human Resources of Brčko District.
