The Government of the Republic of Srpska adopted today during its 52nd session held in Banja Luka, the Information on realization of the special program for subsidizing the interest rate on housing loans for the young and young married couples in 2019.
This Program includes subsidizing of the interest rate on housing loans granted under very favorable terms in order to help young people to solve their housing problem as a priority issue for their lives, for establishing and developing a healthy family and to increase the natality and facilitate that young people stay in Republic of Srpska.
The Program of subsidizing the interest rate on housing loans for the young and young married couples has been realized since 2008 and the number of subsidies granted since the beginning of this program totals 3848.
In 2019, the Ministry of Family, Youth and Sports issued two calls for selection of beneficiaries of the interest rate subsidies on housing loans for the young and young married couples (450 applications approved in total).
BAM 1,610,000.00 has been provided for those purposes in 2019 in accordance with the 2019 Adjusted Budget.
Since 2008 until the end of 2019, BAM 11,500,000.00 had been allocated within this program in total.
The Government adopted the Information on realization of activities related to the implementation of the reform activities in the field of preschool, primary and secondary education in Republic of Srpska and the proposal of the Action Plan.
The Action Plan related to preschool education envisages introduction of free preschool education for children with disabilities and children without parental care, the introduction of a half-day and three-hour preschool programs and raising the awareness of parents, professional and public about the importance of early learning and participation throughout the early childhood education.
In the area of primary education, the plan foresees preparation of the school curriculum with a focus on learning outcomes, textbook innovations, printed and digitized in line with the updated curricula, continuous training for teachers and development of supplementary teaching programs for gifted students.
In the area of secondary education, it is envisaged to update the curriculum for secondary schools, to adopt textbook quality standards and apply enrollment policies based on the list of occupations as defined by the Decree on Occupational Standards in accordance with the needs of the labor market and to introduce more practical training and teaching.
The Ministry of Education and Culture would in cooperation with the Pedagogical Institute, the Institute for Adult Education and other professional bodies established as part of the educational reform process work on implementation of measures and activities set out in the Action Plan, respecting the set deadlines for implementation, operators and expected results.
The Government of Republic of Srpska adopted the Proposal of the Law on Special Expropriation Procedure for Construction of the Highway and Gas Pipeline for the Vukosavlje-Brčko and Brčko-Rača Section following un urgent procedure.
Reasons for preparing this Law are realization of the Project for construction of the highway and gas pipeline between Vukosavlje-Brčko and Brčko-Rača which would resolve the traffic connection of Republic of Srpska with the surrounding countries, gasification of part of the Republic of Srpska and creation of preconditions for better life of citizens and stronger economic progress of the Republic of Srpska.
The Law regulates a special procedure for the expropriation of real estate for the construction of the said highway and gas pipeline as projects of special relevance for the Republic of Srpska, financing of the execution of land survey and technical works for the sake of special expropriation procedure and its execution as well as other issues relevant for the construction this highway section and the corresponding pipeline.
The Government of the Republic of Srpska accepted the donation of the Government of the Republic of Serbia in the amount of EUR 25,000,000.00 (BAM 48,895,750.00) which had been approved to the Republic of Srpska as the one-off assistance from the Government of the Republic of Serbia. Those funds shall not be included in the Republic of Srpska Budget.
The Government issued a decision on granting loan to the municipality of Nevesinje from the Revolving Fund in the area of water supply and communal infrastructure, for financing the project worth BAM 200,000.00. The credit will be used to build a pipeline for communities of Ljeskovik, Zovi Do, Drežanj and Rast in the municipality of Nevesinje.
The Government of the Republic of Srpska has issued a Decision on the allocation of funds from the VAT return under the Project for Construction of Irrigation Systems in the Republic of Srpska up to the amount of BAM 4,000,000.00. The funds under this project will be used in the municipalities of Bijeljina, Trebinje, Bratunac, Srebrenica and Ljubinje.
The Government adopted the Information on realization of the 2019 Action Plan of the Trade Development Strategy of the Republic of Srpska until 2022.
In accordance with the Action Plan, this year the Law on Trade has been enacted intended to improve the business environment for starting a business and performing trade business activities. The Law has set norms for the new forms of trade and regulated existing ones in more detail. The Government also adopted the Draft Law on Real Estate Brokerage which would regulate the field of real estate brokerage and create conditions for the development of this activity. In line with the Action Plan, the Ministry of Trade and Tourism has continuously initiated and supported the establishment of business associations with the aim of strengthening the trade sector and domestic production. The Ministry has continually strived to urge domestic companies and trade industry to be present at other markets by encouraging the creation of a recognizable domestic brand with the aim of facilitating the export to other markets.
The Government of Republic of Srpska issued a decision on co-financing the projects of following underdeveloped and least municipalities: Osmaci, Lopare, Novo Goražde, Šamac, Pelagićevo, Kalinovik, Jezero and Berkovići.
The projects will be co-financed from the budget line - transfers to underdeveloped municipalities within the Ministry of Administration and Local Self-Government.
The Government passed a decision on determining the common interest for the purpose of infrastructure works - regulation of the Milosevica river bed in Prijedor and reconstruction of traffic and sewage network in that part of Prijedor.
The Government of the Republic of Srpska adopted the Decision on approval of the Financial Plan-Budget of the Employment Institute of the Republic of Srpska for 2019, the Decision on the approval of the 2020 Work Program and Proposal of the Budget of this institution for 2020.
The Government of Republic of Srpska approved today the amended Work Program and the Financial plan of the Public Institution "Vode Srpske" for 2019 and also approved the 2020 Financial Plan of the "Students' Home" in Foča.
