The Government of the Republic of Srpska adopted during
its 61st session held in Banja Luka the Proposal of the Law on Mental Health.
This Law regulates the promotion of mental health,
prevention and early detection of mental health disorders, rights and
obligations in mental health care, medical intervention with regard to persons
with mental health disorders, confidentiality of data from medical records and
records of persons with mental health disorders, social inclusion and community
life, bans in mental health protection, supervision and other mental health
The proposed solutions in this law aim to improve the
existing and develop new ways of protecting mental health not only of
individuals but also of society as a whole, reduce the occurrence of mental
problems and disorders, increase the availability of quality and timely
provision of health services, rehabilitation and social inclusion of persons with
mental health disorders, enhancing their role in decision-making in these
processes with the aim of increasing personal satisfaction, health and reducing
the cost of providing mental health services and for the sake of economic and social
The Government adopted the Draft Law on Factoring.
The reasons for proposing the adoption of this Law are
reflected in the growing need for capital, credit risk protection, management
of receivables and the service of the receivables payment that can be achieved
through the financial instrument of factoring that can facilitate all of the
above. In this law the factoring is regulated as non-banking financial service aimed
to increase financial inclusion, i.e. ensure greater availability of finances
to small and medium-sized enterprises through buying off the outstanding
short-term cash receivables.
The adoption of a special law on factoring should
contribute to further affirmation of alternative ways of financing micro, small
and medium-sized companies. These companies have traditionally had difficulties in accessing the banking facilities due to low credit ability or inadequate credit
facilities. Unlike loans where the lending decision has been based on the credit rating
of the company and the collateral that the company can provide which has been aggravating
circumstance for many small and medium-sized enterprises, with the
factoring, the quality of the receivables is above the quality of the
collateral. The advantages of factoring over conventional loans are
particularly evident in economies where access to finance and inefficient
payment systems is hampered.
Adoption of the Law on Factoring should contribute to:
- higher collection of receivables and thus higher liquidity
and solvency of enterprises,
- higher legal security in business for contracting
parties that would lead to higher investments,
- increase in the level of competitiveness of enterprises and business
- lowering the debt of business associations and raising
competitiveness in the financial sector and lowering the cost of capital.
The Government of Republic of Srpska also adopted the Strategy
Proposal for the Development of Mental Health in Republic of Srpska for the
period 2020 - 2030.
The main reasons for adopting the Strategy are related
to the need to improve the existing and develop new ways of protecting mental
health, reduce the occurrence of mental health problems and disorders, increase
the availability of quality and timely provision of health services,
rehabilitation and social inclusion of persons with mental health disorders and
strengthen their role in decision-making for the purpose of increasing personal
satisfaction, health of citizens and reducing of costs for provision of mental
health services and fostering economic and social development.
The Government of Republic of Srpska has adopted the
Information on preparation of the design documentation and implementation of the
project of adaptation of the existing and new accommodation and therapy capacities
in the Special Hospital for Physical Medicine and Rehabilitation
"Mlječanica" in Kozarska Dubica municipality.
It is the responsibility of the Ministry of Finance to
provide the funds in the amount of BAM 1,000,000.00 for preparation of the main
project for adaptation of the existing and new capacities of the Special Hospital for Physical Medicine and Rehabilitation
"Mlječanica" in Kozarska Dubica which would improve the spa tourism capacities in the Republic of Srpska.
The Government approved the Rulebook on taking the professional
examination for geodetic, agricultural and forestry engineers realted to cadastral
classification and land evaluation in relation to its conformity with the Professional Examination Program.
The Government of the Republic of Srpska adopted the
Decision on approval of the Plan for Allocation of Funds for Prevention of
The funds from this decision for prevention of infectious
diseases in 2020 are approved to the Ministry of Agriculture, Forestry and Water
Management in the total amount of BAM 600,000.
