The representatives of the Republic of Srpska Investment-Development Bank (IRBRS) and ten local communities of the Republic of Srpska have signed today (14th December 2015), in Banja Luka, the Agreements on the assignation of non- refundable assets in the framework of the mechanism for financing the integrated and sustainable local development projects.
The entire assets for the period 2015/ 2016 are total 866. 851 BAM, where 52, 7% are supplied by the Government of Switzerland through the UNDP, and 47, 3% by the Government of the Republic of Srpska through the Ministry of Finance.
The Minister of the Administration and Local Self- Government, Lejla Resic, said to the reporters that the Government of the Republic of Srpska has ensured approximately 400. 000 BAM in the second round of the projects.
Resic, who attended the signing of the Agreement, emphasized that the municipalities of Brod and Mrkonjic Grad, Pale, Health center in Sipovo and City of Bijeljina gained the assets for the improvement of access and the quality of the public services in the units of the local self- government.
She said that the municipalities of Rudo, Cajnice, Ostra Luka, Visegrad and Modrica received the assets for the economic and agricultural development in rural areas.
Resic reminded that 8 municipalities in the Republic of Srpska were financed in the first round of projects. In that way, 16 km of the utility infrastructure was build, whereas around 17 000 citizens had the direct benefit from these projects.
Snjezana Vujnic, the IRBRS Director, said to the reporters that 10 out of 47 applied municipalities, received the assets acquired by the Governments of Switzerland and the Republic of Srpska.
Vujnic mentioned that the local communities have the obligation to provide the part of the assets for projects financing, which the credit board estimated as the most successful.
The Counsellor for the local government, migrations and development in the Embassy of Switzerland in BH, Regula Bebler, said to the reporters that the Embassy of her country supports this financial mechanism in the framework of integrated local development project.
“This program is conducted by the UNDP in BH and this financial mechanism represents the successful cooperation between the Government of the Republic of Srpska, the IRB and the Embassy of Switzerland in BH.”, highlighted Bebler.
The Chief of the Regional office of the UNDP in Banja Luka, Goran Vukmir, said that this financial mechanism is a new and successful model of cooperation between local and international institutions.
The Chief of the municipality of Brod, Ilija Jovic, said that these assets will be used for building the indoor hall (“balloon hall”) on the area of the local community of Lijesce, for the needs of physical education and culture.
The Chief of the municipality of Cajnice, Goran Karadzic, said that these assets will be used for creating the transportation center for fruit and vegetables in the community of Zaborak. Regarding these projects, he expressed gratitude to the Governments of the Republic of Srpska and Switzerland, the IRB and the UNDP.
The assets from this financial mechanism are total 866. 851 BAM, but together with the clients’ assets of 268. 400 BAM, the complete value of the project is 1. 153. 251 BAM.
