Press release following the 197th session of the Government of Republic of Srpska

The Government of Republic of Srpska adopted today during its 197th session following urgent procedure, a set of law proposals that pertain changes to the laws on salaries in various sectors which are: amendments to the Law on salaries of employees in the sector of culture; amendments to the Law on salaries of employees in primary and secondary schools; amendments to the Law on salaries of employees in public institutions in health care sector; amendments to the Law on salaries of employees in public services; amendments to the Law on salaries of employees in the administrative bodies of the Republic of Srpska; amendments to the Law on Salaries of Employees in the Ministry of Interior of Republic of Srpska; amendments to the Law on Salaries of Employees in Judicial Institutions of Republic of Srpska and amendments to the Law on Salaries of Employees in the area of Higher Education and Student Affairs of the Republic of Srpska. The reason for passing these laws is to increase the salary coefficients in order to additionally increase the salaries of workers in the mentioned sectors which net salary is below the average net salary in Republic of Srpska. The proposed laws are part of a set of measures to increase the salaries of employees in Republic of Srpska since the salary coefficients of employees whose net salary is below the average net salary are to be increased by 5% in accordance with the agreement between the Government of Republic of Srpska and representative trade unions dated June 3, 2022.  Amendments to these laws represent another measure of the Government of the Republic of Srpska that contribute to economic growth and improvement of economic and social position of employees in the Republic of Srpska.

The Government approved the Proposal of the Law on support to the unemployed parent of four or more children in Republic of Srpska following urgent procedure.

The proposal of the afore mentioned Law establishes the right to financial compensation to one of the unemployed parents of four or more children one of whom is a minor, in the monthly net amount of BAM 750.00. The important novelty of the legal solution is payment of contributions for health and pension-disability insurance which is a significant benefit and extension of rights for an unemployed parent of four or more children. The Law shall be implemented as of January 1, 2023. Until the end of the current year, financial support for this category of families will be implemented based on the Decision of the Government of the Republic of Srpska from September of this year while continuation of financial support as of January 1, 2023, will take place in accordance with the Law on Support to Unemployed Parents of Four Children and More of Republic of Srpska.

Based on the current dynamics of registration of users according to the announced Public Call, which is open until December 31, 2022., it is expected that a total of some 4,000 beneficiaries will receive this assistance in 2022.

The scope of beneficiaries under this Law has been extended to include single parents of four or more children, as well as, in particularly justified cases, to foster parents with whom four or more children live in a joint household, if they have no parents.

The total allocations on this ground from the Budget of the Republic of Srpska in 2023 will amount to BAM 69,950,000.00.

The Government adopted the Report on implemented supervision of the intended spending of funds collected on the account of the residence tax in 2021.

According to the data of the Ministry of Finance, based on the review of collected and distributed public revenues on the account of residence tax, in the period from January 1 to December 31, 2021, a total of BAM 1,332,052.11 was collected which is BAM 344,685.14 more than in 2020 (BAM 987,366.97), or 34.91 % more revenues.
