The Government of Republic of Srpska has adopted its
Thirty-Sixth Report to the United Nations Security Council. The Report was
submitted to all member-states of the Security Council by the Prime Minister of
Republic of Srpska, acting on behalf of Republic of Srpska, a signatory to all the
annexes that comprise the Dayton Agreement.
The Thirty-Sixth Report of Republika Srpska to the UN
Security Council covers the period from May to October 2026. In this Report, as
in its previous reports, the Government of Republic of Srpska presents its
views on key issues and challenges facing Bosnia and Herzegovina, with the aim
of clarifying its positions to the members of the Security Council and the
international community.
The Report reaffirms Republika Srpska’s commitment to
the Dayton Agreement and the constitutional order of Bosnia and Herzegovina established
by it. It also underlines the Republika Srpska’s unwavering dedication to
preserving peace and stability and to resolving divisions within Bosnia and
Herzegovina through dialogue. Republika Srpska is convinced that respect for
the constitutional order of BiH established in Dayton by all actors is the only
path toward successful functioning of the country.
The Report also highlights the necessity of restoring
democracy, sovereignty, and the rule of law in BiH, following a period in which
foreign High Representatives, in flagrant violation of BiH’s democratic
Constitution and international law, governed the country through personal
decrees, despite having no such authority. A growing number of prominent
observers, including former High Representatives themselves, have concluded
that the Office of the High Representative (OHR) must finally be closed. The
so-called "5+2 Agenda" for the closure of the OHR possesses neither
legal status nor legitimacy; it is impossible to fulfill and must, therefore,
be discarded once and for all.
Furthermore, the Report states that Republika Srpska
recognizes only the Parliament as a legitimate legislative authority, and Parliamentary Assembly of BiH being the sole legislative body empowered to
enact laws at the BiH level—as is the case in all democratic states. Restoring
the rule of law in BiH requires not only the closure of the OHR but also the
annulment of all "laws" that High Representatives imposed via their
own decrees, rather than having them adopted through a democratic process in
accordance with the Constitution of BiH. Republika Srpska is convinced that
entrusting political and legislative processes to the elected representatives
of all three constituent peoples will contribute to strengthening the
institutions of BiH and steer the country toward lasting stability and
prosperity.
